Glenn Orloff didn't set out to build a transportation company. He was in Washington, D.C., helping a friend work through a logistics business plan, when he noticed something that should have been obvious but wasn't: the group ground transportation industry had no established national providers. No single company could reliably move people across multiple markets, under one contract, with consistent service. That gap turned out to be the business.

He incorporated Metropolitan Shuttle in April 2001. The timing was not ideal. September 11 hit five months later. Later came the 2008 financial crisis, and later still COVID-19, an event that all but halted the group passenger transportation industry. Metropolitan Shuttle survived all three. That's not a boast, but rather a simple data point about how the company is run.

Before any of this, Glenn spent twelve years as a financial executive, including postings in Tokyo and Moscow. That background – analytical, internationally tested, oriented toward structure and accountability – became the operating DNA of the company. In 2007, Metropolitan Shuttle earned a GSA contract with the federal government and went on to become one of the largest providers of group ground transportation services to federal agencies in the country.
